Producers may charge a fee for placement of insurance in addition to receiving a commission for such placement.  Minn. Stat. § 60K.46. 
Yes.  A producer may charge fees in addition to commissions provided the fees are charged pursuant to a written statement disclosing: the services for which fees are charged; the amount of the fees; that the fees are charged in addition to premiums; that premiums include a commission; and all fees charged are reasonable in relation to the services rendered.  Minn. Stat. § 60K.46.
