Carol Taylor, REBC, serves as Compliance Officer & Account Executive with Kirby Employee Benefits, based in Jupiter, Florida. She has been in the insurance industry for over 28 years in various capacities, ranging from insurance accounting, claims auditing, account management and compliance.
Having read the entire Patient Protection and Affordable Care Act (ACA), Carol has participated in countless seminars, town hall meetings, compliance panels and other educational event meetings both locally and nationally since 2009. She is regarded as a national industry expert and has been interviewed for multiple newspapers, journals, television and radio station programs. She was chosen to ask the “health care question” at the CNN Republican Presidential Debate held in Tampa, FL in September 2011.
In July of 2017, Carol assumed the role of the Florida Association of Health Underwriters (FAHU) state legislative chair and serves on their Board of Directors. From July 2013 through June 2017, she served on the NAHU Legislative Council, various committees and assisted with responses to regulatory releases as well as gathering data on plans nationwide to show the effects of the Cadillac Tax. She continues to serve on the national level, as a long-standing member of the Compliance Corner Committee.
Carol was honored with the FAHU Emerging Leader Award for 2010-2011, and she is a two-time United Benefit Advisors (UBA) Staff Person of the Year award winner for her work with legislative issues and ACA compliance issues. She was recognized in February 2016 by NAHU for her assistance in legislative issues, particularly, her work on the Cadillac Tax delay, one of the tax provisions that is included in the ACA that has now been delayed twice. Carol also serves as a instructor for NAHU certification courses, in addition to developing course materials for their certification and designation programs.
